Dear Mr. Brown:
Congratulations on your courage and conviction in embracing a fair and equitable process for Police Chief selection. The Uniform Recruitment and Selection Guidelines are law and preempt union contracts. Neither rules nor contracts can violate federal law; this is a fundamental principle of law. The NAACP-Providence is pleased that you recognized this fairness doctrine.
The appointment of Chief Joseph Tavares, a 29 year experienced law enforcement official, who retired as Major of Police Department of the second largest city in Rhode Island, is an appointment of high credibility and integrity, as duly noted by the selection panel and is a wise choice on behalf of the City. Federal and state law insures inclusion principles to foster objectivity, affirmative action and broad public safety. Mr. Tavares worked in nearly every division within the Warwick Police department and retired as Major.
With respect to conscientious objectors who sought appointment from within the ranks, that same law protects them. They are duly considered for internal upgrade and protected by law for consideration in appointment to other police departments. Their horizons are actually broadened by law.
I am confident that Chief Tavares will serve with distinction and I trust that the department will cooperate with him fully in the service of the City, State and Federal governments.
